He is Chairman of the Department of Local Governance Studies at Midlands State University in Zimbabwe (since 2004). Before that, he was a Town Clerk (2002 until 2004). He served as a District Administrator from 1981 until 1986 and Deputy Provincial Administrator from 1988 until 1998. He also held the position of Provincial Administrator from 1990 to 1997.
