The Shifting Hydrology and Water Resources under the Changing Climate

The fifth assessment report recently released from the Intergovernmental Panel on Climate Change (IPCC) states that “Warming of the climate system is unequivocal, and since the 1950s, many of the observed changes are unprecedented over decades to millennia. The atmosphere and ocean have warmed, the amounts of snow and ice have diminished, sea level has risen, and the concentrations of greenhouse gases have increased” [1]. Indeed, the atmospheric CO2 concentration has been elevated from the 280 ppm preindustrial level to the present 400 ppm mainly due to fossil fuel consumption [2],as accompanied with the global surface average temperature increase by 1.5°F (to 58.3°F in 2012) during the same period
