the integrated management of water resourcess focusing on public participatory management, as well as from related agencies. The participatory management must begin with an understanding of management concept and process, basic elements of the management process in order to understand the principle better. Fayol suggested seven steps of management process called “POSDCORB” which is widely accepted and applied in agency management process: (1 ) Planning (P) which is a program operational plan and procedure that have to be done in advance, (2) Organizing (O) which defines the structure of the agency, the allocation of the work structure, different positions, and clear authority, (3) Staffing (S) which is a human resource management, including recruitment, organization, staff promotion and development, staff encouragement, welfare, and working environment development etc
