On 13 February 2009 the Democratic majority of the new 111th Congress passed the American Recovery and Reinvestment Act (ARRA)—the largest discretionary spending measure ever adopted in the history of the Republic. Democrats on Capitol Hill numbered the bill House Resolution (H.R.) 1 to underscore their commitment, and reinforce President Barack Obama’s promise, to act expeditiously to stimulate a sagging economy following the 2008 elections. Congress allocated $787 billion in taxpayer funds over 16 quarters (4 years) to bolster ailing state and local governments and put the unemployed back to work.
