Biography

Dr. Zlatogor Minchev is a Bulgarian cybernetician and informatician. He was born on November 21,1978 in Burgas, Bulgaria. Currently, he is an Associate Professor on "Automation and Control" at the Institute of Information and Communication Technologies (IICT), Bulgarian Academy of Sciences - BAS (2010); He has a BSc degree on "Informatics & Mathematics" from "St. St. Cyril and Methodius", University of Veliko Tarnovo (2001); PhD on "Cybernetics & Robotics" (2006) from Center for Biomedical Engineering "Prof. Ivan Daskalov", BAS (now Institute of Biophysics and Biomedical Engineering). Since 2001 he is working in the areas of: Computer Science, Robotics and Psychophysiology; Since 2005: applied Operations Research, Defense Planning, Modelling & Simulation for Crisis management. In 2007 he was appointed as a Director of Joint Training Simulation & Analysis Center, IICT-BAS; co-founder of a European Center of Excellence in the field of cyber security (2010).His main scientific achievements are related to computer based modeling, simulation and analysis in the fields of: artificial intelligence, electronics, psycho-physiology and security sector.For his 10 years scientific career Dr. Minchev is an author and co-author of more than 60 scientific publications, including: four books and two patents;  Awarded and distinguished for his professional  and team work by: the President and the Prime Minister of the Republic of Bulgaria (2007); Ministry of Defence (2006, 2007), Ministry of Health (2008), NATO Research and Technology Organization (2007), Bulgarian Association of Information Technologies (2008), NATO Consultancy, Command and Control Agency (2010) and University of National and World Economy (2010).

Human Factor Analysis, Cyber Security, Serious Gamming and Security Sector Governance.
