Global nurse mobility: Current evolution and future implications

Abstract :

As countries around the world move from an environment of nationalism to inter-nationalism to globalism in the 21st century, the impact of this evolution on business, education, healthcare, and industry cannot be over-stated. What distinguishes this age of globalism from all other eras in human history is the mobility of its workforce. Nursing has been the backbone of health care systems in the delivery of care for centuries. It is the largest health workforce in the world and the profession has consistently taken on both a local and a global persona. As nurses are continually being called upon to provide for care as we work toward SDG (Sustainable Development Goals) of achieving universal health care for all, their education, preparation, and continuous professional development deserve focused attention. While the role of the nurse and the scope of practice may differ from one country to another, the unifying core of the profession could provide the basis for achieving standards that cut across philosophical underpinnings and practice settings. Nursing leadership is at the forefront of this consciousness, recognizing that nurses must be prepared to serve where there is a need for their care. The author will focus on the questions posed here and participants will gain clarity on the content discussed: How do we provide for an education that will support nurses as they evolve in their roles, both locally and globally? What are the critical competencies in nursing education and how can evidence of teaching and learning be documented? What role does the curriculum play in shaping the educational outcomes of the graduates of a nursing program? How can local standards be strengthened by incorporating global benchmarks in assessing learning outcomes? How can we empower and enable nurses to continue to develop themselves and to make informed choices along their career path? What are the current trends and opportunities for nurse migration worldwide?

Biography :

Franklin A Shaffer, EdD, RN, FAAN, FFNMRCSI was previously served as Executive Vice President of Cross Country Healthcare and Chief Nursing Officer for Cross Country Staffing. He was appointed by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO or the Joint Commission) to serve on their Nursing Advisory Council. Prior to his tenure with Cross Country Staffing, Dr. Shaffer served as Chief Nursing Officer at several medical centers, Deputy Director for the National League for Nursing and adjunct faculty in graduate nursing programs at Teachers College, Columbia University, Adelphi University and Hunter College. He holds a Doctorate of Education in Nursing Administration, a Master of Education in Nursing Administration, and a Master of Arts in Nursing Administration and Adult Health from Teachers College, Columbia University. In 2002, he was inducted into the American Academy of Nursing.
