T he Institute of Social Sciences, New Delhi in co-operation with the University of Kashmir organized a landmark conference of elected women panchayat representatives of Jammu and Kashmir state in Srinagar, the capital city on 28-29 September, 2013. This was the first such meeting to be convened since the state's halqa level panchayat elections of 2011, held with great public enthusiasm despite militant threats.
