Abstract In May 2007, UNAIDS and the World Health Organization (WHO) issued Guidance on Provider-Initiated HIV Testing and Counselling in Health Facilities (the Guidelines). The Guidelines position health care provider-initiated testing and counselling (PITC) as a tool to increase the uptake of HIV testing and recommend an "opt-out" approach to PITC, where individuals must specifically decline the HIV test if they do not want it performed.
