The Joint Center for the Study of Television and Telecommunications ( CCETT ) was set up in Rennes in 1972 jointly by the French Broadcasting Corporation (ORTF) and the National Center for Telecommunications Studies (CNET) Processing, transmission and distribution of audiovisual signals. Following the disappearance of the ORTF in 1974, it became a common center between Télédiffusion de France ( TDF ) and CNET under the name of the Joint Center for Television and Telecommunications Studies.
The importance of the effort to be made, the similarity of the technical bases on which certain planned services for telecommunications and the ORTF were based, made it desirable to pool studies even if it was the applications resulting from this research were different in accordance with the mission of each company.
The desire to centralize activities related to electronics to the West led the public authorities through the Delegation for Regional Planning and Regional Action (DATAR) to encourage the establishment of the Center at Rennes. Accordingly, under a Convention of 23 December 1971 establishing and organizing the CCETT, these joint activities were carried out in four main areas: image digitization, cable television, applications of coherent optics and opto- Electronic systems to audiovisual systems and telecom networks.
The CCETT saw its staffing increase from 80 at the end of 1973 to 300 by the end of 1975. Main achievements • Realization of the Transpac network in 1974 (opened in 1978) • Creation of Antiope (teletext) in 1977 • DISCREET creation of the system in 1978 ( 1 st encryption Canal + in 1984) • Creation of Interactive Videotex ( Minitel ) using the Antiope standard in 1978 (commissioned in 1981) • Creation of the European project ESPRIT "PICA" (Photographic Image Coding Algorithm) which is at the origin of the JPEG system • Creation of the COFDM system used notably for DTT and NTR , but also for ADSL . Gold medal in Montreux. Worldwide first broadcast of digital terrestrial television . (1983) • Creation of various television systems (digital studio, D2MAC , HDMac) • Creation of the MPEG Audio system (MUSICAM, base of the MP3 format ).
