Public administration have been criticized for being less effective, because of constantly searching for opinions through out, and because political power had shifted away from the traditional forums of publicly elected representatives to non-representative bodies. At this time, there was only a limited expansion of the possibilities for the public to exercise influence over policy, while almost nothing was done to introduce referendums or electoral reforms. In the recent past years the tensions between the three aspects of public administration have increased. These aspects constitutes the nature and operation of the political and parliamentary system, the system for the implementation of policy, and the social interactions and public consultation. These three aspects are increasingly drifting apart.Subsequently, the basic public administration and its constitutional setting did not react with respect to the changes in underlying paradigms of public administration in its constitutional setting. New technologies altered almost every organization in society and the economy, but the system of government needs to keep up with these developments.
