Growth is seen as necessary for poverty reduction, but poverty reduction is recognized as a factor contributing to the achievement of high quality growth. In judging the policies necessary to achieve poverty reduction and real economic growth, it is vital to come to grips with the sources of growth, the causes of persistent poverty, and the factors associated with successful poverty reduction efforts. Wealth creation can be narrowly defined in terms of income generation or more broadly as the creation of assets, both in terms of physical and human capital. Poverty of course is a multi-dimensional concept, relating not only to a low absolute income level but also to various indicators that define an unsatisfactory level of welfare.
