Food defense programs are designed to reduce intentional contamination of the food system, whereas food safety programs reduce unintentional contamination. There were more than 350 confirmed malicious contaminations of food from 1950 to 2008, and there have been 169 separate recorded incidents of economically motivated adulteration around the world since 1980. According to the US Presidential Policy Directive 8, a food defense emergency preparedness plan should include five frameworks: prevention, protection, mitigation, response, and recovery. Collaboration on all emergency preparedness frameworks between the food industry and the government agencies is needed to advance the overall security of the food system.
