Motivating employees is of particular importance to managers who seek to maximize efficiency and output. However, in recent years much effort has been dedicated to discerning the differences in public and private sector employees, and more specific to this paper determining motivations that are unique to public arenas. Perry and Wise presented information regarding this concept and labeled it public service motivation. Their theory supports the idea of what they call PSM, or public service motivation, and they define it as “an individual’s predisposition to respond to motives grounded primarily or uniquely in public services” .
