Effectiveness of Union Disaster Management Committees

The objective of this paper is to examine the effectiveness of union disaster management committees (UDMC) for flood disaster management in the flood prone areas of Bangladesh. Relevant data are collected from two flood prone unions of Bera upazila of Pabna district in Bangladesh, through structured questionnaire survey, key informant interviews and field observations. Both descriptive and inferential statistics are used to examine the effectiveness of UDMCs for flood disaster management. The major findings of the study reveal that the UDMC members do not have adequate knowledge on the Standing order on disaster (SOD) of Bangladesh. Most of them work in a traditional manner rather than following the standing order. This study also finds that regular meeting related to preparation of the disaster action plan are more or less absent in practice. Read more
