There are five strategies available to security decision makers to mitigate risk: avoidance, reduction, spreading, transfer and acceptance. The mail goal of most security programs is to reduce level of risk. The best strategy for mitigating risk is a combination of all three elements, reducing threats, blocking opportunities and reducing consequences.Risk mitigation is accomplished by reducing the threat level by eliminating, removing or intercepting the adversary before they attack, blocking opportunities through enhanced security, or reducing the consequences if an attack should occur. Peer review refers to the work done during the screening of submitted manuscripts and funding applications. This process encourages authors to meet the accepted standards of their discipline and reduces the dissemination of irrelevant findings, unwarranted claims, unacceptable interpretations, and personal views. Publications that have not undergone peer review are likely to be regarded with suspicion by academic scholars and professionals.
