The Spanish Institute of Oceanography (IEO) is a public research organization (OPI), under the Ministry of Economy and Competitiveness, dedicated to research in marine sciences, especially in relation to the scientific knowledge of the oceans, the sustainability of Fishery resources and the marine environment. The IEO represents Spain in most of the international scientific and technological forums related to the sea and its resources.
The IEO is an autonomous body with legal personality and its own patrimony, which is organically dependent on the Ministry of Education and Science through the General Secretariat for Scientific Policy, and is classified as a Public Research Agency under the Law of Promotion and General Coordination of Scientific and Technical Research of April 14, 1986, being its field of activity the study of the sea and its resources by which it acts like adviser of the Administration.
IEO research extends to marine resources in general, to problems related to oceanography and pollution of the marine environment and to crops. In this sense, The Institute seeks to guide its investigations in such a way that its results serve as support for the advisory function and to give specific responses to the Public Administration regarding the sea, its rational use and its protection, by its characteristic of Competence Body State, the IEO represents the Spanish Government before organizations and oceanographic commissions of international scope.

According to the Maritime Fisheries Law, the fisheries management and product marketing bases of 2001, the IEO is the research and advisory body in relation to the Governments fisheries sector policy.
During the last third of the 19th century, a mountain scientist, Professor Augusto González de Linares , founded the first Marine Biology Station in Spain in Santander; Was the year 1886. This pioneer Station was added to the few existing until that date located in: Concarneau and Roskoff (France, 1872); Pennikese (USA, 1873), and Naples (Italy, 1874).
The idea of Augusto González de Linares to create a marine biology laboratory in Santander was consummated with the publication of the Royal Decree for its creation, on May 14, 1886. Research, Activities, and Projects national and international in several fields: Evaluation of Fishery Resources, Aquaculture, Physical Oceanography and Chemistry, Space Remote Sensing applied to Oceanography, Marine Ecology, Oceanographic Campaigns, and Fishing Prospecting Campaigns.
