Fundación de Estudios de Economía Aplicada

Fedea was born in May 1985 thanks to the initiative, commitment and work of Luis Ángel Rojo, director at that time of the Research Service of the Bank of Spain. Fedeas founding objective is to positively influence society by investigating the most important economic and social issues of our time and subsequently disseminating that research. In this way, the Foundation seeks to be a bridge between the academic world, civil society and public managers to join forces in order to contribute to the progress of Spanish society. Fedeas activity has three fundamental facets: research, dissemination and influence on the design of public policies. Although FEDEA is not a pure academic research center, research of social relevance is the basis on which the institution is based. Our main objective is to extract from academic research practical lessons for the design of good economic and social policies. To that end, we work to get good researchers to devote part of their time to thinking about these issues and to transmit their analysis and proposals to society, thereby contributing to enriching the public debate on the most relevant issues for the proper functioning of the economy Spanish, its sustained growth and the well-being of its citizens. Our research agenda has been shaped over the years in accordance with the challenges that have been presented to our country. Fedea has been present in all the great economic debates of the last decades. During its 30 years of existence, the Foundation has contributed to society and especially its decision-makers, analyzes and proposals for structural reforms on a wide range of topics that have had a positive influence on the design of Spanish economic policy. The Patrons of Fedea bet on the future of our country, aware that the maturity of our system of coexistence requires this type of institutions. They represent entities that throughout these years have put in place projects of corporate social responsibility that complement the work that they have promoted in Fedea. Creating the conditions for new ideas to inform the design of Spanish public policy has been the fundamental contribution of the Patrons through Fedea. This is a long-term investment, a strategic bet beyond the short-term problems that concern the economic agents in the short term. The investment of the Patronos in knowledge has allowed excellent researchers to take time to reflect on the great issues that mark the future of our country. This note summarizes the discussion and conclusions of a conference on the policy of promoting entrepreneurial innovation in Spain held in FEDEA in July 2016 and brought together entrepreneurs, public managers and academics. The debate was based on a diagnosis by Juan Mulet in which it is pointed out that it is urgent to embark on a new stage that aims at promoting entrepreneurial innovation without interrupting scientific policy. The conference dealt with a broad set of issues at the heart of the innovation policy debate: the disconnect between the policy of promoting business R & D and innovation policy, the need to redesign the incentive scheme Fiscal to business innovation. Summary of the situation of Spanish Innovation and R & D in 2015. At the end of last year, INE published the results of its latest statistics on Innovation and R & D for the year 2015. These statistics follow the recommendations Of the OECD and its results are harmonized by this Organization and Eurostat for the Reports on these matters in their member countries. The data for 2015 show that the Spanish Innovation and R & D Experienced a change in trend and have not generally continued to worsen As has happened year after year since 2008, when the crisis began. In the indicators That they improve, their values increase very slightly but they are consistent increases, which Should be maintained in the near future. The most relevant growth is that of spending on technological innovation, 5.5% Year, to reach € 13,674m. In 2008, the increase was 10% and € 19,919M. R & D data, which are always more reliable, show a growth of 2.7% of this Expenditure, reaching € 13,172 million. In 2008, the increase was also 10% and € 14.701. We are, therefore, far from the dynamics of growth that characterized the years
