State Institute of Public Administration and Rural Development (SIPARD) is a training institute dedicated to public administration and rural development in Indian state of Tirpura. The institute was established in the year 1993 by the government of India. The name of the institute varies to Panchayati Raj Training Institute, Regional Survey Training Institute and Cooperative Training Institute etc. in different states of India.
The institute provides training programmes to the State government officials, representatives of PRIs and to the various members of non-governmental organizations (NGOs) etc. SIPARD is a composite training institute for public administration and rural development in Tripura. The Institute has come into existence in the year 1993 and since then it has been organizing training programmes for State government officials, representatives of PRIs, members of NGOs etc. working in the State. The institute is located Arundhuti Nagar in Agartala, which is about 5 Km, away from the main town and is about 15 Km away from Agartala airport.
SIPARD is an autonomous training institute registered under the Registration of Societies Act, 1860 and it enjoys financial and functional autonomy. Main activity of the institute relates to training of State Government officials, PRI representatives, NGOs etc. in the relevant areas of their activity, comprising public administration, accounts and finance, office procedure, legal & judicial matters, RTI Act along with training on computer and other educational and research activities, including evolution studies and publication of newsletter, books, compendium etc on various subjects. Since its inception the institute is in the process of evolution and is trying to adopt itself to the socio-economic and technological changes taking place in the society and accordingly train the public servants.
Training is an investment for human resource and is an important input for improving the human potential and increasing performance and efficiency of the trainees. Its importance is increasingly being recognised as one of the main instruments to enhance the knowledge base, upgrade skills and bring about an attitudinal change in human resource.
The training programmes are designed to meet the requirements of different departments. However, the main emphasis is given on subjects related to rural development, tribal welfare, public administration and management, computer education etc. The training programmes conducted by SIPARD is generally sponsored by DOPT, Government of India, Ministry of Rural Development, Government of India, National Disaster Management Authority, NIDM, Tribal welfare department, Government of Tripura, General Administration Department, Government of Tripura and other State government departments.
