The National Institute of Urban Affairs

The National Institute of Urban Affairs (NIUA) is an institute for research, training and information dissemination in urban development and management in New Delhi, India. It was established in 1976 as an autonomous body under the Societies Registration Act. The Institute is supported by the Ministry of Urban Development, Government of India, State Governments, urban and regional development authorities and other agencies concerned with urban issues. The Institutes policies and directions are determined by the Governing Council consisting of a President, who is appointed by the Government of India, two Vice-Presidents, and three members of the Government of India in their ex officio capacity, twelve other members, and the Director, the Chief Executive of the Institute, as the member-secretary. The institute was set up to bridge the gap between research and practice, and to provide critical and objective analyses of trends and prospects for urban development. NIUA has assisted in policy formulation and programme appraisal and monitoring for the Ministry of Urban Development, state governments, multilateral agencies and other private organizations. It contributed to the National Commission on Urbanisation, participated in drafting the 74th Constitutional Amendment of 1992, prepared the Draft National Urban Policy and other documents for the roll out of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). It also guided the discourse on municipal finance by framing the Model Municipal Law. Director Prof. Jagan Shah has 20 years of professional work experience in various aspects of urban development in India. He studied Architectural Design from School of Planning & Architecture (SPA), New Delhi and Architectural History & Theory from the University of Cincinnati and Columbia University, USA. He has served as the Director of Sushant School of Architecture, Gurgaon and has taught at the School of Planning & Architecture (SPA) from 1998 till 2006. From 2007 to 2010, he was the Chief Executive of Urban Space Consultants, providing consultancy in policy formulation, spatial planning, heritage conservation, transportation and livelihoods development, for clients such as Infrastructure Development Finance Company, Delhi Integrated Multi-Modal Transport System, Jaipur Virasat Foundation, Sir Ratan Tata Trust, India Foundation for the Arts and others.
