The University of Technology of Troyes was established in the year 1994 with students around 2879. The UTT was founded in 1994 and inaugurated by Jacques Chirac. Research are conducted at the Charles Delaunay Institute (ICD) and is pursued with a strong common focus on risk management science and technology (RMST) which is a founding member of the 3SGS Scientific Interest Group (SIG) created to build a community focusing on the surveillance, safety and security of large complex systems. UTT is a member of the National Council for Strategic Education and Research (CSFRS) and also a member of the European University Association (EUA).
UTT offers 16 international double degrees in partnership with universities abroad. One of the first chairman of the university was Thierry Breton (1997–2005), honorary Chairman of both Thomson and France Telecom and former finance Minister from France. Research partnerships are a top priority for UTT, together with the Compiègne University of Technology, the University is an active member of the Carnot Institute Network of scientific research professionals set up to build and maintain partnerships with industry.
