Biography

Dr. Kucera received his Ph.D. in Civil and Environmental Engineering from the University of Iowa in 2002. He has over 25 years of field research experience and has been involved in over 12 field programs. His primary technical expertise is in weather radar applications, precipitation estimation/validation, polarimetric weather radar, hydro-meteorology, model verification, and weather modification assessment programs. He is currently working as Assistant Director for International Capacity Development at UCAR - The University Corporation for Atmospheric Research.
