Dr. Low is Emeritus Professor of Management, Policy and Community Health Science and Past President of the University of Texas-Houston. While President, he simultaneously directed UTHouston’s Institute for Health Policy Research and Education, now the Center for Society and Population Health.

He previously served as the Coordinator of Health Sciences at the University of British Columbia’s John F. McCreary Health Sciences Centre, He was the first holder of the Rockwell Distinguished Chair in Society and Population Health. Educated in Canada and the United States, Dr. Low earned the degrees of Doctor of Medicine, Master of Surgery and Master of Science in Medicine at Queen’s University, in Kingston, Canada, and the Doctor of Philosophy with Honors degree from Baylor University College of Medicine.

He is a Fellow of the Royal College of Physicians and Surgeons of Canada as a Medical Scientist in the Division of Medicine, and a Fellow of the Royal Society of Medicine of London.

Research Interest

His professional interests and accomplishments have ranged from cognitive and clinical neuroscience to the neurobiology of human development, computer applications in brain research, development of new medical technology, health education, health services administration, institutional leadership, national and international health policy and the social ecology of health.
